Tim was a brown-haired man accompanying Sarah, a young lady with a necklace capable of jumping dimensions (and possibly through time). Tim and Sarah used it to escape their home dimension's destruction and ran into Richard Llewellyn and Thomas Meaney.
Meaney tried to confiscate the necklace on behalf of the Lead Service but the pair simply transported elsewhere. Tim and Sarah later returned with a missing poster featuring the Leads, but Meaney and Llewellyn had already left in the Flurry by the time Tim and Sarah came back.
Tim is named after someone named Tim that Benjamin Maydon, the author of the issue, once knew, who was in a relationship with a real-life Sarah. Tim's appearance, quite by accident, happens to resemble Maydon.
